Abstract

Pada awal krisis, paling tidak sampai dengan bulan kuartal ketiga 1997, keyakinan dan optimisme mengenai kondisi perekonomian Indonesia masih tinggi. Hal ini antara lain terlihat pada saat pertemuan tahunan IMF dan Bank Dunia di Hong Kong bulan September 1997, di mana delegasi Indonesia masih menerima pujian dari pimpinan kedua lembaga keuangan internasional tersebut serta sejumlah investor. Kondisi fundamental perekonomian Indonesia diyakini berbeda dan lebih baik dari negara lain yang sedang mengalami krisis serupa. Dalam suasana yang penuh optimisme tersebut, pemikiran untuk meninjau kembali sistem ekonomi yang diterapkan belum mendapat perhatian.
