Bienes públicos y cooperación regional para el desarrollo : Una nueva mirada

Abstract

En el presente artículo se ofrece un nuevo enfoque sobre los bienes públicos y el papel que desempeñan en la promoción del desarrollo sustentable y la cooperación en el ámbito de América Latina. En primer lugar, se describen las características esenciales de los bienes públicos (no rivalidad y no exclusión de beneficios, y tecnología de agregación de la oferta pública) y su influencia en la prognosis de la provisión de bienes públicos regionales. Desde el punto de vista de la acción colectiva, se establece una diferenciación importante entre cuatro clases de bienes públicos: bienes públicos nacionales (BPN), bienes públicos regionales (BPR), bienes públicos interregionales (BPIR) y bienes públicos globales (BPG). Asimismo, se analiza el papel del BID, los países donantes, las uniones aduaneras y demás actores en su condición de facilitadores de la provisión de estos bienes. Dado que este artículo se centra en el ámbito regional, gran parte del análisis está dedicado a los bienes públicos regionales (BPR) e interregionales (BPIR). Asimismo, se incluye una gran cantidad de ejemplos de estos tipos de bienes. También se abordan los aspectos positivos y negativos de la subsidiariedad regional. Por último, se enumeran varias recomendaciones para la elaboración de políticas.
