Abstract

This paper presents an analysis of the utilization of budgetary funds in some agricultural research institutions. It also discusses the issues of optimum staffing in research institutions and the relations between financial and human resources in research institutions. A new model is proposed for planning manpower and budget in agricultural research institutions for efficiency and effectiveness in the utilization of both monetary and human resources.
