Interconnection of the Laws Regulating Scientific and Advisory Activities

Abstract

One of the important components of the functioning of the national agricultural advisory system is regulatory support, which should regulate the implementation of educational, scientific and advisory activities. The purpose of the article is to determine and reconcile laws for the functioning of the national agricultural advisory system within the framework of the system of agricultural knowledge and information in Ukraine. The list of laws regulating scientific and educational activities was disclosed. It was found that the studied laws also reveal certain aspects of advisory activity. The possibility of creating agricultural advisory services of various organizational and legal forms was substantiated. It was proposed to supplement the Law of Ukraine "On Scientific and Scientific-Technical Activities" with the following terms: a) scientific-information (advisory) activities - activities aimed at ensuring information exchange and expanding contacts in order to integrate education, science and production; b) advisory worker is a scientist who has a higher education not lower than the second (master's) level, who according to the employment contract (contract) professionally conducts scientific-technical and scientific-organizational activities and has the appropriate qualification regardless of the degree or academic titles, confirmed by the results of certification in cases specified by law. The addition of the Law of Ukraine "On Scientific and Scientific-Technical Activity" allows to streamline the conditions of payment for work of agricultural advisers in the state agricultural advisory system and will create legal grounds for using tariff schemes for determining the salaries of advisers.
