Substantiated as obstacle for economy innovative development is social inequality having critical importance. Essential barrier for reduction of social strain in society is high level of household expenses for food products with simultaneous drop in average monthly salary growth rate. It is stressed that improvement of life of people is possible only on condition of successful functioning and development of real economy which requires coordination of relevant priorities with needs of economy and society. Production of socially significant goods, primarily food, and their sales by industry giants depends on private interests of their owners. Their main priority is diversification of business to reduce risks, which is not in agreement with social problems and guarantee of food supply security of the state. To certain extent such conclusion concerns also big agrarian business. It is concluded that selection of implementation priorities of any development strategy should be based upon consideration of crisis problems as social ones.
