Die regionale Infrastrukturausstattung als Indikator für die Auswahl regionalpolitischer Fördergebiete

Abstract

"Infrastruktur gehört zu den wichtigsten Determinanten regionaler Entwicklungsprozesse. Deshalb zählt der Ausbau der wirtschaftsnahem Infrastruktur auch zum Förderinstrumentarium der Gemeinschaftsaufgabe "Verbesserung der regionalen Wirtschaftsstruktur" (GRW). Auch gehörte ein komplexer Infrastrukturindikator, der die Ausstattung der Regionen mit Infrastruktur abbildet, bei allen bisherigen Abgrenzungen neben den Indikatoren zum Arbeitsmarkt und Einkommen zum Kranz der Abgrenzungsindikatoren. Dieser Beitrag beschreibt das zugrunde liegende Messkonzept und die ausgewählten Teilindikatoren sowie deren Verknüpfung zum Gesamtindikator. Die ausgewählten Teilindikatoren bilden theoretisch plausible Faktoren regionaler Entwicklungsprozesse ab, und zwar Lage und Verkehrsanbindung, Qualifikation und Innovation sowie Agglomerationsvorteile. Der Infrastrukturindikator hat dadurch an Aussagekraft und Transparenz gewonnen und seine Eignung als Abgrenzungsindikator ist gestiegen. Für das räumliche Muster in der Infrastukturausstattung ist insgesamt ein Stadt-Land-Gefälle prägend." (Autorenreferat, IAB-Doku)
