Was ist Beschäftigung? : mikro- und makroökonomische Überlegungen zu den Begriffen Arbeitsplatz, Neueinstellung, Arbeitsvolumen
Abstract
"Die Begriffe Arbeitsplatz, Beschäftigung, Job oder neuer Arbeitsplatz sind lange nicht so eindeutig wie oft vermutet. So lässt sich 'Arbeitsplatz' nach internationalen und auch deutschen Normen definieren als der 'räumliche Bereich im Arbeitssystem, in dem die Arbeitsaufgabe verrichtet wird'. Der Begriff wird aber auch verwendet, wenn von Arbeitsverhältnissen im juristischen Sinn oder von Beschäftigungsmöglichkeiten gesprochen wird. Insofern soll der Beitrag das Problembewusstsein schärfen, wenn von diesen Begriffen die Rede ist. Darüber hinaus wird gezeigt, dass eine Unterscheidung zwischen Strom- und Bestandsgrößen sowie eine Differenzierung zwischen mikro- und makroökonomischer Betrachtung von Nöten ist. So führt nicht jede betriebliche Neueinstellung - weder auf einzel- noch auf gesamtwirtschaftlicher Ebene - zwingend zu einer Zunahme der Zahl der Beschäftigten und schon gar nicht in gleichem Umfang zu einem Rückgang der Arbeitslosigkeit. Zur Einordnung beschäftigungspolitischer Strategien wird zudem gezeigt, dass sowohl die ausschließliche Betrachtung des erwerbswirtschaftlichen Sektors als auch eine reine Personenbetrachtung zu kurz greifen.
