Wirtschaftliche Integration und Arbeitskräftewanderungen : das Beispiel Europa

Abstract

"In dem Beitrag soll dargestellt werden, wie sich seit der Gründung 1957 der Europäischen Wirtschaftsgemeinschaft (EWG) die wirtschaftliche europäische Integration entwickelt hat und welche Konsequenzen dies für die Arbeitskräftewanderungen zwischen den Mitgliedstaaten hatte. Dies könnte Analogieschlüsse erlauben in Hinblick auf die Migrationsbewegungen bei einer Erweiterung der Europäischen Union (EU) um neue Mitgliedstaaten oder bei der Schaffung neuer Integrationsräume wie etwa der kürzlich entstandenen Nordamerikansichen Freihandelszone (NAFTA). Begonnen wird mit einem kurzen historischen Abriß zur Entwicklung der europäischen Integration. Dann folgt eine Darstellung der Migrationsbewegungen seit der Einführung der Freizügigkeit für Arbeitnehmer und anschließend ein Überblick zu den Determinanten der Arbeitskräftewanderungen. Vor dem Hintergrund dieser Wanderungen wird parallel dazu die wirtschaftliche europäische Integration im Zeitablauf analysiert. Hierzu wurden Indikatoren ausgewählt, die für das Migrationsverhalten wichtig sind. Die Gegenüberstellung der Arbeitskräftewanderungen mit der Entwicklung der europäischen Integration soll dann zur Erklärung der bisherigen und der zukünftig zu erwartenden Arbeitskräftebewegungen in Europa herangezogen werden. Das letzte Kapitel zeigt die Konturen einer europäischen Zuwanderungspolitik auf." (Autorenreferat, IAB-Doku)
