Zur Arbeitsmarktentwicklung 1986/87 : Entwicklungstendenzen und Strukturen

Abstract

"Im Jahresdurchschnitt 1986 wird die Erwerbstätigenzahl um 275 000 Personen über dem Vorjahr liegen. Die Zahl der Arbeitslosen geht hingegen nur um 75 000 Personen auf 2,23, Mio. Personen zurück. Hier spielt vor allem das weiterhin steigende Angebot an Arbeitskräften eine Rolle. Der Rückgang der Arbeitslosigkeit wäre ohne die gesetzliche Neuregelung nach § 105c AFG (mit dem Alter von 58 Jahren brauchen sich arbeitslose Leistungsbezieher der Arbeitsvermittlung nicht mehr zur Verfügung zu stellen, sie werden dann statistisch auch nicht mehr als Arbeitslose erfaßt) und den verstärkten Einsatz arbeitspolitischer Maßnahmen (Ausweitung von Arbeitsbeschaffungsmaßnahmen, Qualifizierungsoffensive, Inanspruchnahme der gesetzlichen und tariflichen Vorruhestandsregelungen) schwächer ausgefallen. Für 1987 wird von einem Spektrum vorliegender Sozialproduktprognosen ausgegangen, das von + 2% bis + 3% reales Wachstum reicht. Unter diesen Grundannahmen wird sich die Arbeitsmarktbilanz weiterhin leicht verbessern. Je nach gesamtwirtchaftlicher Entwicklung wird die Erwerbstätigenzahl mehr oder weniger deutlich ansteigen (um 100 000 bzw. 200 000 Personen). Der weitere Zuwachs beim Erwerbspersonenpotential (um 135 000 Personen) trägt aber mit dazu bei, daß der Rückgang der Arbeitslosenzahl auch 1987 vergleichsweise gering ausfällt (- 15000 bzw. - 80000)."
