Erwerbspersonenpotential und Stille Reserve

Abstract

Im Zusammenhang mit der jährlich vom IAB durchgeführten Einschätzung der globalen Arbeitsmarktentwicklung wurden 1985 als wichtige Einzelaspekte auch das Erwerbspersonenpotential und die Stille Reserve beobachtet. Es ergaben sich folgende Befunde: "Nach wie vor wird die Arbeitsmarktlage und -entwicklung von einem steigenden Angebot an Arbeitskräften belastet. Zwar steigt das Erwerbspersonenpotential 1985 insgesamt nur geringfügig an (+20 000 Personen). Ohne die Vorruhestandsregelung und die Rückkehrförderung ausländischer Arbeitnehmer wäre der Anstieg jedoch weitaus höher ausgefallen, und auch noch in den nächsten Jahren ist überwiegend aus demografischen Gründen mit einem weiteren Zuwachs zu rechnen. Die differenzierte Neuberechnung des Potentials durch das IAB erlaubt nun auch mehr Einblick in die Struktur der Stillen Reserve. Unter gewissen Annahmen sind von den für 1984 errechneten 1,35 Mio. Personen dieser Gruppe schätzungsweise 750 000 als kurzfristig "arbeitsmarktnah" einzustufen. Mittelfristig ist die Stille Reserve allerdings in voller Höhe relevant." (IAB2)
