    Abstract

    "Der Vielfalt gebräuchlicher Ausdrücke für Schattenwirtschaft entspricht eine Vielfalt von Vorstellungen über den Inhalt von "Schattenwirtschaft". Es lassen sich dennoch einige häufig angewandte Kriterien der Abgrenzung erkennen. Vier dieser Kriterien werden diskutiert und in ihrer Widersprüchlichkeit dargestellt: - statistische Erfassung - Eigenarbeit / Transaktionen - Abgabelastvermeidung - Legalität / Illegalität Das Ergebnis: Die Diskussion um Schattenwirtschaft zeigt nicht nur, daß es in der Welt viele Bereiche gibt, über die man nicht viel weiß, sie zeigt auch, daß man der Sicherheit, mit der selbst Wissenschaftler von "dem" Phänomen Schattenwirtschaft sprechen, nicht trauen sollte. Wenn dennoch auf solch unsicheren Grundlagen Schätzungen über den gesamtwirtschaftlichen Umfang der Schattenwirtschaft durchgeführt werden, dann ist auf jeden Fall Vorsicht geboten. Darstellung und Kritik der Schätzverfahren sollen dem 2. Teil vorbehalten bleiben. (Der 2.
