Der Arbeitsmarkt in der Bundesrepublik Deutschland im Jahre 1983 - insgesamt und regional

Abstract

"Im Jahre 1983 steigt das deutsche Erwerbspersonenpotential schätzungsweise um rund 150 000 Personen an. Dies ist auf Veränderungen in der Besetzungsstärke der zu- und abgehenden Altersjahrgänge, teils auch auf langfristige Trends in der Erwerbsneigung zurückzuführen. Bei der Zahl der ausländischen Erwerbspersonen, die in der Bundesrepublik eine Arbeit aufnehmen wollen, wird für 1983 keine Zunahme mehr erwartet. Hier ist insbesondere die jüngste Umkehr des Wanderungssaldos von Bedeutung. Das Spektrum der vorliegenden Prognosen zur Entwicklung des realen Sozialprodukts im Jahre 1983 reicht von -1% bis +1%. Für diese Spannbreite weist unser Alternativentableau die Auswirkungen auf den Arbeitsmarkt aus. Bei "Nullwachstum" (Variante II, die im Mittelpunkt der Ausführungen steht) rechnen wir im Jahresdurchschnitt 1983 mit rund 2,3 Mio. Arbeitslosen. Unter den Bedingungen der Variante I (reales Sozialprodukt +1%) würde die Arbeitslosigkeit auf rund 2,2 Mio. Personen ansteigen. Geht das Sozialprodukt um 1% zurück (Variante III), steigt die Zahl der registrierten Arbeitslosen voraussichtlich auf 2,37 Mio.. ... Im Hinblick auf die Finanzierung solcher Alternativen zur Arbeitslosigkeit ist es wichtig zu beachten, daß auch Arbeitslosigkeit teuer ist. Ein Arbeitsloser verursacht gesamtfiskalisch Ausgaben und Mindereinnahmen von rund 24 000 DM pro Jahr, das sind bei 2,3 Mio. Arbeitslosen im Jahre 1983 rund 55 Milliarden DM." (Autorenreferat)
