Zur Beschäftigungsproblematik und Beschäftigungspolitik in Osteuropa

Abstract

"In einer Zeit, in der westliche Länder sehr hohe Arbeitslosenquoten erleben, verkünden die Länder des COMECON (Bulgarien, DDR, Polen, Rumänien, Tschechoslowakei, UdSSR, Ungarn) triumphierend, daß sie diese Geißel für immer ausgemerzt und die Vollbeschäftigung verwirklicht haben. Dennoch bilden Arbeitskräfteprobleme weiterhin eine schwerwiegende Sorge für diese Länder. ... In letzter Zeit bemühten sich die Osteuropäischen Experten, den Gedanken glaubwürdig erscheinen zu lassen, daß es sich in Wirklichkeit nicht um Arbeitskräftemangel handle, so daß in den kommenden Jahren die Suche nach versteckten Reserven im Erwerbspotential unter den Sorgen der Regierenden dieser Länder einen immer größeren Raum einnehmen wird. Es gilt für sie, einen politischen Imperativ - das in ihren Verfassungen verankerte Recht auf Arbeit - mit den Zwängen ihrer Entwicklung in Einklang zu bringen, einer Entwicklung, die im übrigen immer noch durch die herrschenden starren sozialen und wirtschaftlichen Mechanismen gebremst wird."
