Abstract

"Auf dem Hintergrund der allgemeinen Arbeitsmarktentwicklung werden verschiedene Aspekte des Arbeitslosigkeitsrisikos von Behinderten und Leistungsgeminderten zusammenfassend dargestellt. Statistische Informationen, Zu- und Abgangsanalysen sowie Verlaufsuntersuchungen bei Arbeitslosen lassen übereinstimmend erkennen, daß gesundheitliche Einschränkungen als ein zentrales Selektionskriterium wirken. .... Die Arbeitsmarktsituation erwachsener Rehabilitanden stellt sich nicht gleichermaßen ungünstig dar, wobei hier offenbar Ausleseprozesse bei der Rehabilitation (günstige Alters- und Qualifikationsstruktur und vergleichsweise kleiner Anteil von Umschülern mit schwerer Erwerbsminderung) eine Rolle spielen. ... Ausgangspunkt aller Bemühungen, die Arbeitsmarktsituation von Behinderten und Leistungsgeminderten grundlegend zu verbessern, muß eine Behebung des globalen Arbeitsmarktungleichgewichts sein, das eine wesentliche Voraussetzung unerwünschter Selektionsprozesse darstellt. Ergänzend ist es notwendig, das volle Spektrum spezieller arbeitsmarktpolitischer Hilfen für diesen Personenkreis anzuwenden und auszubauen."
