Die Kosten der Arbeitszeitverkürzung (am Beispiel Urlaub)

Abstract

"Für die Tarifpolitik stellt sich immer wieder das Problem, wie das gesamte Kostenvolumen eines Pakets verschiedenartiger Forderungen zu berechnen ist. Im vorliegenden Beitrag werden die Kosten der Arbeitszeitverkürzung so berechnet, daß sie mit Kosten von Lohnforderungen kompatibel sind. Zu diesem Zweck wird ein gesamtwirtschaftlicher Ansatz gewählt, der ein methodisch vergleichbares Ergebnis gewährleistet. Für die Berechnung entscheidend ist die Frage nach der Änderung der Personalkosten im Verhältnis zur Änderung der Nettoproduktion, soweit sie durch eine Verkürzung der Arbeitszeit verursacht werden. Am konkreten Beispiel der Verlängerung des Urlaubs in der Metallindustrie errechnen sich Kosten von 0,4 Prozent pro Urlaubstag. Ausgehend von konkreten Beispiel wird eine allgemeine Formel abgeleitet, aus der sich die Kosten der Verlängerung des Urlaubs für jeden Tarifbereich und für unterschiedliche Ausgangssituationen errechnen lassen."
