Barrieren gegen eine flexible Arbeitszeitgestaltung

Abstract

"Eine stärkere Flexibilität der Arbeitszeitgestaltung - sowohl hinsichtlich der Länge als auch der Lage der Arbeitszeit auf den verschiedenen Ebenen (Tag, Woche, Jahr, Leben) - kann dazu beitragen, Probleme des Arbeitsmarktes zu lösen oder zu mildern und die Arbeits- und Lebensbedingungen der Arbeitnehmer zu verbessern. An Vorschlägen für Möglichkeiten einer flexibleren Arbeitszeitgestaltung besteht kein Mangel; bisher konnte sich jedoch kaum einer der Vorschläge in nennenswertem Umfang durchsetzen. Die vorliegende Arbeit soll einen Beitrag zur Lösung der Frage leisten, warum dies so ist. Es werden rechtliche, ökonomische und strukturelle Hindernisse gegen eine stärkere Flexibilität der Arbeitszeitgestaltung untersucht. Dies kann freilich bei der Vielzahl möglicher Arbeitszeitregelungen und der noch größeren Anzahl potentieller Barrieren nur in exemplarischer Form geschehen. Der Arbeit liegen Recherchen in der Bundesrepublik Deutschland, in Frankreich, im Vereinigten Königreich und in Irland zugrunde."
