Konsumbelebung oder Arbeitszeitverkürzung

Abstract

"Zunächst werden die verschiedenen Konzepte zur Erklärung und Überwindung der Arbeitslosigkeit in der Bundesrepublik skizziert und kritisch beleuchtet. Während die neoklassische Argumentation des Sachverständigenrats empirisch äußerst schwach fundiert ist, bieten die marxistisch orientierten System-Kritiker keine überzeugenden Alternativen an. Prinzipiell akzeptabel erscheinen die Rezepte der Arbeitszeitverkürzung und der keynesianischen Beschäftigungspolitik. Unter den Annahmen, daß die These von der allgemein gestiegenen Freizeit-Präferenz zumindest gegenwärtig noch nicht zutrifft und der gegenwärtige Spielraum für eine Erhöhung der Staatsausgaben relativ klein ist, wird für eine Politik plädiert, die dem privaten Konsum wieder bessere Entfaltungsmöglichkeiten schafft."
