Abstract

В настоящее время ведется работа по формированию новой Стратегии научно-технологического развития России. Обсуждаются цели, принципы формирования и ключевые положения документа. Основная идея состоит в переходе к управлению «по вызовам». Рассмотрены альтернативные подходы к написанию Стратегии и показано, что в истории российской научной политики есть успешные прецеденты подготовки долгосрочных целевых документов. Сформулирован ряд базовых вопросов, на которые важно ответить в процессе формирования Стратегии.
