Abstract

Перевод с 1 января 2023 г. налогоплательщиков на использование единого налогового счета, весьма для них удобного, создал немало проблем для региональных бюджетов. Так, перенос сроков уплаты налогов, более оперативное взаимное погашение обязательств по уплате и возмещению излишне уплаченных налогов, а также сокращение сроков возвратов по имущественным и социальным вычетам привели к снижению темпов роста поступлений налоговых доходов региональных бюджетов, сделав их более волатильными и менее предсказуемыми, и к необходимости осуществления дополнительных заимствований.
