Консолидированные Бюджеты Субъектов Российской Федерации В 2022 Г.: Основные Тенденции

Abstract

В статье проводится анализ исполнения консолидированных бюджетов субъектов Российской Федерации по итогам 2022 г. В конце года ситуация с региональными бюджетами заметно ухудшилась из-за сокращения поступлений налога на прибыль организаций на фоне сохранения роста расходов. По итогам года доходы бюджетов сократились в регионах, в основном специализирующихся на металлургии и производстве руды, для которых был сверхуспешным 2021 г. Устойчивость доходной части региональных бюджетов обеспечили стабильные поступления НДФЛ, имущественных налогов и доходов от аренды государственной и муниципальной собственности. Сохранилась географическая рассинхронизация динамики налоговых и неналоговых доходов и межбюджетных трансфертов в регионы. Рост расходов бюджетов субъектов РФ опережал динамику доходов, что усиливает риски несбалансированности региональных бюджетов в 2023 г. Статья подготовлена в рамках выполнения научно-исследовательской работы государственного задания РАНХиГС при Президенте Российской Федерации.
