Региональные Бюджеты В 2020 Г.: Поддержка Федерацией И Антикризисная Политика

Abstract

Бюджетная политика Федерации в отношении регионов в 2020 г. носила ярко выраженный контрциклический характер, направленный на приоритетную поддержку наименее обеспеченных субъектов РФ. Это позволило компенсировать снижение собственных налоговых и неналоговых доходов и обеспечить проведение на региональном уровне антикризисных мероприятий, направленных на укрепление системы здравоохранения, поддержку экономики и социальной сферы. Собственные налоговые и неналоговые доходы регионов сократились за год всего на 1,8% – неплохой результат по сравнению с кризисами 2009 и 2014–2015 гг., что произошло во многом благодаря восстановлению поступлений во втором полугодии 2020 г. Достижение рекордного объема государственного долга регионов в объеме 2,5 трлн руб. к концу 2020 г. не представляет серьезной угрозы для их бюджетной устойчивости ввиду сохранения относительно невысокой долговой нагрузки.
