Abstract

Правительство России согласовало основные параметры бюджета на 2016 г. – при сохранении высоких военных расходов ограничиваются социальные (индексация пенсий ниже инфляции, отказ от индексации заработных плат в бюджетной сфере), а дефицит бюджета планируется покрывать за счет траты примерно двух третей Резервного фонда. Таким образом, вопрос о среднесрочном балансе бюджета стоит необыкновенно остро. Ситуация в Сирии не демонстрирует резкого изменения: зоны контроля основных сил (правительства, курдов, террористических организаций и оппозиции, не внесенной списки террористов) остаются практически теми же, что и до начала ударов российской авиации по террористам, нет и особого дипломатического продвижения.
