Регулирование Естественных Монополий Не Должно Опережать Развитие Рынков

Abstract

Можно выделить три наиболее существенные проблемы, характерные для инфраструктурных от- раслей российской экономики: определение контуров рынков отраслей естественных монополий, кратное сокращение объемов перекрестного субсидирования и привлечение государственного и част- ного капитала в инфраструктурные отрасли. В этой связи последние инициативы Правительства по созданию единого регулятора естественномонопольных секторов выглядят опережающими раз- витие рынков. Именно обозначенные проблемы, а не вопросы о том, какое из ведомств должно при- нимать решения в области регулирования отраслей естественных монополий, должны быть перво- степенными при формировании государственной политики в отношении естественных монополий.
