Transformational research: new priority of the state after the pandemic

Abstract

The work is devoted to the analysis of new tendencies in science policy of leading countries that were catalyzed by the pandemic, which are related to the development of transformational research. This type of research occupies an intermediate position between fundamental and applied research. In transformative research, the fundamental idea is developed as a response to societal needs and with an understanding of possible practical applications. The focus on transformative research reflects the evolution of views, including theoretical ones, about the role of science in socio-economic development. The paradigm shift gradually entails a revision of research management mechanisms, including the principles of coordination, financing and monitoring of project implementation. Against the background of global trends, the current potential of Russian science to support transformative research is analyzed, and measures are proposed to enhance the practical impact of science.
