Abstract

Since 2018, a group of developed and developing countries was preparing a set of new rules for consideration at the WTO to limit state subsidies and specify criteria for a “market economy”. The implementation of these potential rules would allow the application of discriminatory restrictions in international trade against countries with «non-market economies». This would also affect activities of state-owned companies and enterprises with state participation, which would create substantial risks for Russia. The article was written based on the RANEPA state assignment research programme.
