Morální hazard a výstup z bankovního sektoru

Abstract

Èeská spoleènost ekonomická ve spolupráci s Èeskou národní bankou uspoøádala v kvìtnu 2001 v Praze semináø nazvaný ?Moral Hazard and Orderly Bank Exit?, na nìmž vystoupil David Mayes, profesor ekonomie na South Bank University v Londýnì a poradce bankovní rady Bank of Finland. Pøednáška i následná diskuze byly primárnì zamìøeny na právní procedury, které mají za úkol øešit situaci bank ve špatné finanèní situaci. Morální hazard, který je v evropském bankovním systému silnì zabudován, vytváøí potøebu systému regulace, který by autority zavazoval k rychlým a progresivnì definovaným opatøením vùèi ohrožené bance a zároveò by jim zaruèoval dostateènou pravomoc tato opatøení prosadit. Zároveò je ovšem nutné budovat takový systém, který by snižoval pravdìpodobnost toho, že banka se do potíží dostane. K tomu by mìla pøispìt struktura tržních podnìtù, které by banky vedly k pøirozenì obezøetnému øízení bankovních rizik.
