The Republic of Buryatia in the Programs of Socio-Economic Development of the Far East: A Retrospective Analysis

Abstract

The paper presents the assessment of the participation of the Republic of Buryatia in long-term programs of socio-economic development of the Far East. The conclusion is drawn about a significant non-fulfillment of the indicators of the Long-Term State Program for the period up to the year 2000. A comparative analysis of the contents of the Federal Target Program for the Economic and Social Development of the Far East and Transbaikal in its various editions is carried out. There have been significant changes in the goals and priorities of the program at different stages of its implementation, due to a change in the concept and government customer coordinators. The composition of the planned activities in the whole macroregion, as well as in the Republic of Buryatia, is considered. Their structure and funding volume were investigated, including at the expense of the federal budget. There are dignificant discrepancies between the planned and actual values ??of macroeconomic indicators of the development of the Republic of Buryatia for 2013. The article identifies the main reasons for non-compliance with measures of the economic unit of the program in the republic, including excessive optimism regarding the implementation of projects on the mineral resource complex and insufficient budget funding. It is shown that the implementation of the planned activities of the program contributed to the development of the social sphere and the transport infrastructure of the Republic of Buryatia, enhancing tourist and recreational activities. The authors suggest the possibility of the negative impact of the institutional gap in the form of a residual approach to funding the constituent entities of the Russian Federation that were not part of the Far Eastern Federal District: the Republic of Buryatia, the Trans-Baikal Territory and the Irkutsk Region. It is shown that the share of the republic in funding from the federal budget did not exceed 5% of the total amount intended for the entire macro-region. The conclusion is made about the low level of state support of measures in the Republic of Buryatia, carried out within the framework of the Federal Target Program, as compared with the Far Eastern regions
