Abstract

Nuovi strumenti per la gestione dei piani urbanistici: un?interpretazione economico-estimativa (di Ezio Micelli) - ABSTRACT: L?obiettivo dello scritto ? di considerare sotto il profilo economico ed estimativo la natura di alcuni importanti strumenti innovativi per la gestione di piani e progetti: la perequazione urbanistica, i programmi complessi, le societ? di trasformazione urbana (STU) e la finanza di progetto. L?argomentazione sviluppata ha permesso di classificare in due gruppi distinti tali strumenti. La perequazione urbanistica e la programmazione complessa rappresentano dispositivi in grado di prelevare quota del plusvalore determinato dalle scelte urbanistiche allo scopo di finanziare la citt? pubblica. Gli strumenti delle STU e della finanza di progetto rappresentano invece dispositivi in grado di elevare l?efficacia e l?efficienza dell?azione pubblica nella fase propriamente attuativa di piani e progetti.
