La rete e il trampolino. Indirizzi comunitari in materia di welfare ed investimenti sociali

Abstract

Da qualche anno l?Europa fronteggia una crisi economica di grande rilievo che ha generato l?ampliamento dei fenomeni di esclusione sociale per un gran numero di persone: ormai un quarto dei cittadini degli Stati membri dell?Unione ? considerato a rischio di povert? e vive in situazioni di elevata deprivazione materiale. Le istituzioni comunitarie pur avendo competenze limitate sui temi sociali- hanno prodotto diverse iniziative finalizzate all?obiettivo dell?inclusione, su cui vengono sollecitati tanto i governi nazionali quanto i sistemi di autonomie locali. Il paradigma che emerge, cio? quello degli investimenti sociali, insiste sul sostegno alle abilit? delle persone e mirano a rinforzare i sistemi territoriali tramite servizi di cura e supporti alle famiglie che si distaccano dal classico modello di welfare risarcitorio. La spesa assistenziale viene tendenzialmente rimodulata, ma schemi tradizionali e approcci innovativi dovranno ancora essere combinati in forma congiunta, per dare risposte ai vecchi e ai nuovi rischi sociali.
