Il modello di rete Hub & Spoke: fattori critici di successo e barriere organizzative

Abstract

Negli ultimi anni il Sistema Sanitario Nazionale ? stato chiamato a rispondere a due grandi pressioni: da una parte assicurare gli obiettivi assistenziali attraverso l?equit? di accesso ai servizi e l?incremento della sicurezza e della qualit? delle cure, dall?altra ottimizzare l?utilizzo delle risorse attraverso il raggiungimento di elevati livelli di efficienza. Tra i modelli organizzativi in grado di rispondere a tali sfide i modelli di rete rappresentano, senza dubbio, la soluzione pi? adottata da molte realt? nazionali. In Italia il D.M. n. 70 del 2 aprile 2015 "Regolamento recante definizione degli standard qualitativi, strutturali, tecnologici e quantitativi relativi all?assistenza ospedaliera" individua nell?Hub & Spoke il principale modello di rete di riferimento per gli ospedali, lasciando grande discrezionalit? alle Regioni sulle strategie e modalit? operative di implementazione. In questo quadro l?obiettivo dello studio ? identificare gli aspetti critici e le barriere percepiti dagli attori coinvolti nel cambiamento organizzativo. Attraverso un?analisi basata sul Delphi Method si vuole, quindi, offrire ai policy-makers alcune considerazioni per la progettazione delle reti Hub & Spoke.
