Abstract

Modelli di gestione a confronto per le infrastrutture di trasporto di gas naturale - In the perspective of the draft proposals of the European Commission contained in the so called Third Energy Package, an assessment of the natural gas transport network organizational models is needed. Particular attention is devoted to the forms of separation between the network manager and the service provider, the relationship between property and management of the network and the ownership regime of such infrastructures. For every profile, different organization models are discussed through a cost and benefit comparison. The objective of the paper is to provide some lessons about the best solutions to assure transparency of the capacity use, security of the system, quality of the service and adequacy of the investment decisions in the natural gas transport infrastructure.
