Abstract

I servizi pubblici locali in Spagna (di Fernando L?pez Ram?n) - ABSTRACT: La normativa sul governo locale in Spagna prevede, tra le forme di organizzazione dei servizi pubblici, sia la gestione diretta (mediante strutture interne agli enti o loro aziende), sia quella indiretta (concessione, accordo sul pagamento fisso, affidamento, societ? mista). L?esternalizzazione del servizio deve ovviamente rispettare la disciplina comunitaria in materia di concessioni e appalti. L?esigenza di ridurre l?incidenza dei costi di gestione e di adeguamento delle reti e degli impianti ha comportato l?utilizzazione di strumenti che coinvolgono il soggetto privato nel pre-finanziamento delle attivit? (contratto di appalto pubblico con pagamento unico, contratto relativo ai servizi di gestione delle autostrade, modello D.B.F.O. e concessione di opere pubbliche).
