Obiettivi e impatti dell’efficienza energetica in Italia
Abstract
In questo lavoro stimiamo gli effetti attesi dalle politiche a favore dell’efficienza energetica in Italia. A questo fine impieghiamo un modello vettoriale autoregressivo (VAR), e interpretiamo l’evoluzione delle variabili economiche e ambientali come il risultato della somma di shock di diversa natura. Le proiezioni relative alla dinamica del valore aggiunto, dell’occupazione, del consumo di energia e dell’anidride carbonica sono ricavate dalle risposte all’impulso di investimenti innovativi nel campo dell’efficienza energetica nel settore dell’edilizia e in quello meccanico. L’orizzonte considerato va dal 2010 al 2020. Tre sono i principali risultati della nostra analisi. In primo luogo, dalle stime emerge un impatto complessivamente positivo degli investimenti in efficienza sul valore aggiunto e sull’occupazione settoriale ed aggregata. In secondo luogo, l’efficienza energetica contribuisce a ridurre le emissioni future di gas inquinanti come l’anidride carbonica, e favorisce il risparmio energetico riducendo l’intensità energetica per unità di output. Infine, le proiezioni ottenute dalla calibrazione del VAR sono in linea con quelle dei principali istituti di ricerca. In parte, tuttavia, se ne discostano poiché, sebbene offrano una valutazione ottimistica degli effetti dell’efficienza energetica, sono più prudenti per quanto riguarda la dimensione economica degli impatti attesi.Download Info
