Condizionalit? e greening nella Pac: ? abbastanza per il clima?

Abstract

I principali strumenti con cui la Pac 2014-2020 mira a perseguire gli obiettivi ambientali e di lotta ai cambiamenti climatici sono: la condizionalit?, le misure agro-climatico-ambientali nell?ambito dello sviluppo rurale e il pagamento a favore delle pratiche agricole benefiche per il clima e l?ambiente (c.d. greening) nell?am?bito del I pilastro. In particolare, quest?ultimo strumento rappresenta una novit? della Pac attuale, ma gi? dopo due anni di applicazione ? stato oggetto di una forte critica da parte della Corte dei conti europea, in quanto non ritenuto effi-cace sul piano ambientale. Nel presente contributo, dopo una preliminare descrizione dei tre strumenti menzionati, verr? dedicata particolare attenzione alle osservazioni critiche della Corte dei conti europea sul greening, soprattutto nell?ottica di comprendere le ra-gioni cha hanno indotto la Commissione a formulare una proposta per la Pac 2021-2027 che ha eliminato questo pagamento verde, riassorbendone le pratiche agricole nell?ambito della condizionalit?.
