A Decentralized State as a Mean of a Democratization and Effective Regional Administration

Abstract

The territorial organization of a modern state gains in importance both in political and economical terms. According to the A., it becomes evident that a decentralized state could be a mean of a more effective management of the resources and state functions, as well as a more democratic form of regional administration. The decentralization gets even more important when the government has to deal with the agriculture sector development. The agricultural development is crucial for overcoming poverty and securing food safety for any state and a decentralized state seems to be an effective mean for guaranteeing higher rates of that development. Finally, the A. underlines that in general, decentralization, same as any other political process or institution, could be effective and useful for democratization and economic development increase, but only in case it corresponds to the historical and civilizational development of the state, as well as if it has the necessary political consensus, a legitimation level amongst the population and political elite
