A. Sen'in Kapasite Yaklaşımına Göre Türkiye'de Yoksulluğun Boyutları

Abstract

Yoksulluk çok boyutlu bir kavramdır. Bu yüzden yoksulluğun tanımı yapılırken bu boyutlar göz önünde bulundurulur. Örneğin, yoksulluğu açıklarken kullanılan parasal (monetary) yaklaşın yoksulluğu bir boyut ile gelir-tüketim noksanlığı olarak inceler. Ancak, Sen'in liderliğinde gelişen kapasite yaklaşımında ise yoksulluk temel kapasitelere ulaşamamak olarak tanımlanır. Kapasite bir insanın ne olabileceğini veya ne yapabileceğini içerir: iyi beslenebilmek, ölümden kaçabilmek, okuyabilmek ve yazabilmek, haberleşebilmek, toplum içerisinde bulunabilmek, utanmadan insanlar arasında bulunmak. Temel ihtiyaçlar bunun bir kısmını oluşturur. Birleşmiş Milletler Kalkınma Programı (UNDP) tarafından kapasite yaklaşımından yararlanılarak hazırlanan insani yoksulluk endeksi örnek olarak alınabilir. UNDP tarafından hazırlanan bu endekste insani yoksulluk insan hayati için gerekli üç unsurun yoksunluğu olarak tanımlanır. insani yoksulluğun ölçülmesinde kullanılan üç unsur yaşam süresi, bilgi düzeyi ve yaşam kalitesidir.

    Note: [English Title] The Dimensions of Poverty in Turkey According to the Capability Approah of A. Sen [English Abstract] Poverty is a multidimensional concept. In order to define poverty, those dimensions should be taken into consideration. For example, monetary approach defines poverty as lack of income or consuntption. However, according to capability approach which is led by Sen, poverty is defined as lack of main capabilities. Capabilities are defined as being in good health, being schooled and educated, being able to appear in public without shame and being able to take part in the life of the collt!llltnity etc. The Human Poverty Index (HPI) which is estimated by UNDP is an example of the application of capability approaclz. f.eeording this index, hwnan poverty is defined as lack of longevity, knowledge and quality of life.
