¿Poseen capacidades de innovación las empresas farmacéuticas de América Latina? La evidencia de Argentina, Brasil, Cuba y México

Abstract

El sector farmacéutico ha sido considerado por algunos países como estratégico porque, en la medida en que es capaz de hacer frente a los problemas de salud de la población, contribuye al bienestar social y al crecimiento económico. No obstante que las empresas farmacéuticas transnacionales mantienen el dominio oligopólico de los mercados inter¬nacionales de medicamentos, algunos países emergentes han desarrollado capacidades tecnológicas y de innovación relativas. El propósito de este artículo es analizar qué tipo de capacidades tecnológicas han desarrollado las empresas farmacéuticas o instituciones del sector de cuatro países de América Latina (Argentina, Brasil, México y Cuba). Parti¬cularmente, nos interesa identificar si los esfuerzos en el sector farmacéutico están orien¬tándose hacia la investigación y desarrollo, la transferencia tecnológica, la formación de capital humano especializado y, finalmente, de innovación endógena. Proponemos una taxonomía del sistema de innovación sectorial considerando el sistema nacional de innovación y el sistema de propiedad intelectual.
