La Privatizaciã“N De Los Ferrocarriles En Mã‰Xico, Aspectos Legales De Una Reforma Econã“Mica

Abstract

En el presente trabajo analizamos la privatización de los ferrocarriles en México desde una perspectiva legal, explicando dentro del amplio proceso de desincorporación de empresas estatales en México. Analizamos brevemente las tres premisas sobre las que descansó la implementación del modelo neoliberal, a saber: la desregulación económica, la apertura al exterior y la privatización de las empresas del Estado. Sobre este último aspecto profundizamos con un análisis de las tres fases en las que se desarrolló este proceso. Y haciendo una breve referencia a los cambios producidos en el sistema ferroviario durante cada una de ellas. Posteriormente, repasaremos las reformas constitucionales que hicieron posible la privatización de los ferrocarriles. Estudiamos brevemente la historia de los Ferrocarriles Nacionales de México. Por último, analizamos el proceso de división y concesión del sistema ferroviario a empresas privadas.
