Privatización de las empresas estatales en México 1982 - 2000

Abstract

La privatización de empresas estatales fue una tendencia a nivel mundial ante los problemas que enfrentaba el sector público en la década de 1970. La privatización y desincorporación de empresas públicas fue un elemento esencial de las reformas estructurales. Abrió espacio a la iniciativa privada y ayudó a corregir las finanzas públicas. En México el proceso de privatización de empresas estatales tuvo lugar en tres etapas; correspondientes a los sexenios que van de 1982 a 2000. En la etapa inicial se promulgó la Ley Federal de Entidades Paraestatales clasificando los organismos paraestatales en estratégicos, prioritarios; de tal suerte que se inicia la privatización de empresas no prioritarias. La mayor parte de las cuales eran propiedad de Nacional Financiera y Somex. En la segunda etapa se desincorporaron empresas de manera generalizada, sin más límite que el de los sectores estratégicos de la economía. La tercera etapa, una vez efectuada gran parte de la privatización de activos públicos; se recurrió a las concesiones para la administración de activos públicos.
