Abstract

El propósito de este trabajo es presentar un esquema que sirva para patentizar la importancia de redefinir el marco de un federalismo que redistribuya las competencias y las responsabilidades políticas, sociales y económicas del país que a lo largo de los años ha padecido o resentido el centralismo que excluye la descentralización y no nada más de palabra, ya que hemos sido un Estado formalmente federalista, pero materialmente centralista, de ahí que el reto principal del federalismo moderno es impulsar un modelo regional que favorezca el crecimiento de la economía y mejore los indicadores de desarrollo social.
