Gobernanza Para El Desarrollo Local. El Caso Del Municipio De Tijuana 2007-2013

Abstract

Debido a la insuficiencia de los gobiernos, se requiere prestar atención a otros elementos que trascienden la esfera gubernamental, de tal manera que sea posible percibir la dinámica actual de la forma en que se gobierna una sociedad. Por ello partimos del concepto de gobernanza como el proceso de gobernar que refiere a un grupo de acciones que el gobierno aplica para la dirección de la sociedad, pero que considera a más actores adicionales al gobierno. El presente trabajo pone énfasis en la gobernanza local, particularmente analiza el grado de gobernanza que tiene el municipio de Tijuana, Baja California, México, a través de su Secretaría de Desarrollo Económico (SEDETI) durante el periodo 2007-2013 con la finalidad de saber si esa Secretaría ha incorporado un modelo de gobernanza local.
