Globalización Y Regionalismo: La Encrucijada De Los Países En Desarrollo En El Contexto De La Ronda Doha

    Abstract

    Este artículo aborda la tensión que existe al interior del proceso de globalización entre el Regionalismo y el Multilateralismo, para lo cual se explora la naturaleza de la lógica de la política comercial que subyace a cada una de estos enfoques o iniciativas. Así, se analiza la paradoja que la discriminación entre países que se quiso evitar en la GATT, y se aceptó como excepción, hoy se ha convertido en una conducta generalizada. Por último, se analiza como el posible escenario de una marcada fragmentación del sistema multilateral con eje en Acuerdos Bilaterales Norte-Sur constituye una grave amenaza para los Países en Desarrollo, tanto por el contenido en sí de dichos Acuerdos como por las implicancias en la negociación de la Ronda Doha.
