Los Planes de Desarrollo como instrumentos de gestión en las Comunidades Campesinas

Abstract

Las comunidades campesinas son organizaciones sociales cuyo reconocimiento se ha dado desde el gobierno de Leguía, inicialmente como comunidades Indígenas; posteriormente, su reconocimiento se dio por el gobierno de Velasco con la denominación de Comunidades Campesinas, dejando de lado el término despectivo “indígenas†, durante este periodo las comunidades desarrollaron patrones culturales propios que surgieron como respuesta a la indiferencia del Estado, al mismo tiempo, las comunidades han sufrido una serie de cambios sociales, políticos y culturales promovidos también por la Ley de Comunidades Campesinas 24656 del 13 de abril de 1987 promulgada durante el primer gobierno del expresidente Alan García; incidiendo en su organización haciendo notar la necesidad de adecuarse a los procesos de modernización en la gestión, que incluye el contar con documentos de gestión que les permitan orientar de manera clara la visión que persiguen como organización social y más aún, como territorio.
