Abstract

O artigo versa sobre a pesquisa da situação atual da estrutura de transparência pública no Brasil e a discussão sobre a utilização do princípio do panótico, do “ver sem ser visto†, de Jeremy Bentham, cunhado no século XVIII, para condicionar o comportamento do gestor público a partir da disponibilização da integra dos processos licitatório e posteriores contratos públicos em sistemas de informação acessíveis à população de forma geral e facilitada, como forma de recuperar o controle da potentia sobre a potestas e diminuir ações de corrupção.
