Procedimientos de contratación pública en la Universidad Técnica de Manabí

Abstract

El objetivo es analizar los procedimientos de contratación pública en la Universidad Técnica de Manabí, basado en el informe final del examen especial emitido por la Contraloría General del Estado DR5-DPM-AE-0010-2016, el que comprende la adquisición o arrendamiento de bienes, ejecución de obras y prestación de servicios, incluidos los de consultoría que están normados por la Ley Orgánica del Sistema Nacional de Contratación Pública, su Reglamento y las Regulaciones. La investigación utilizó métodos teóricos: histórico-lógico, análisis y síntesis, inducción-deducción, tránsito de lo abstracto a lo concreto. En el informe se revelan incumplimientos en determinados procedimientos del marco legal regulatorio.
