Abstract

Las políticas sociales no han sido evaluadas con el mismo rigor que los Programas de Transferencias Condicionadas (PTC); en este entendido, la aplicación de los programas está relacionada con la medición de su eficacia respecto del impacto en el nivel de pobreza de los hogares-meta. La pobreza es un fenómeno social-económico, coyuntural-estructural, que en mayor y en menor magnitud está presente en todas las economías, razón por lo cual históricamente concitó el interés de gobiernos, instituciones e investigadores.
