Planificación estratégica y gestión pública por objetivos: caso de estudio Gobierno Autónomo descentralizado municipal del Cantón Penipe – Chimborazo – Ecuador

Abstract

La presente investigación nace de la ausencia de una metodología eficaz y eficiente que permita gestionar adecuadamente el Plan de Desarrollo y Ordenamiento Territorial (PDOT), del Gobierno Autónomo Descentralizado Municipal del cantón Penipe (GAD), y la optimización de los recursos limitados, teniendo como consecuencias una percepción negativa de la calidad de los servicios brindados por el GAD, se inició con la fundamentación teórica y base legal, así como el análisis del PDOT del año 2017, para lo cual se propone el Plan Estratégico para la optimización de los servicios institucionales en el Gobierno Autónomo Descentralizado Municipal del cantón Penipe.
