Abstract

O escopo deste artigo está relacionado ao entendimento do papel dos Conselhos Municipais como instrumento de controle social das políticas públicas nacionais, buscando identificar os principais fatores que influenciam na efetividade desse controle. Para tanto, o foco da presente proposta incide na construção de um modelo de análise do sistema de controle social do município, válido para todos os conselhos nele instituídos. O modelo construído centra-se na observação de cinco dimensões: transparência, participação, poder de agenda, autonomia e legitimidade.
