Conveniencia En La Externalizaciã“N Del Servicio De Limpieza De Alcantarillado En La Provincia De Santa Elena

Abstract

El crecimiento de la población en la población de la Provincia de Santa Elena ha sido acelerado en los últimos años debido a la migración. Desde hace diez años, las autoridades han tratado sin éxito, reestructurar el sistema de alcantarillado en conjunto con la empresa estatal. Sin embargo, no ha sido suficiente. Trayendo problemas para los habitantes de la ciudad, tales como contaminación y enfermedades infecto-contagiosas. “Agua para la Península†(AGUAPEN) es la empresa estatal encargada del manejo de aguas servidas y alcantarillado, dentro de sus funciones está la de dar mantenimiento al alcantarillado en la Provincia de Santa Elena. Por cuestiones de costos para la empresa y dado a la deficiente y extensa red de alcantarillado actual, se llega a la conclusión de que la misma no alcanza a suplir todas las necesidades de la provincia. Hay sectores de la provincia que por ser zonas de alto riesgo no son rentables para la actual empresa. Representaría un alto riesgo, horas no justificadas de trabajo, la devaluación del camión hora, entre otros. Con lo antes expuesto se propone externalizar el servicio a una empresa privada con tecnología de punta y personal altamente calificado.
