La sostenibilidad de la minería del níquel en Cuba. Elementos para la elaboración de una política industrial

Abstract

Las políticas industriales han ganado espacio tanto en el debate teórico como en las estrategias de desarrollo de muchos países; el reto de su implementación radica en lograr la necesaria correspondencia entre los nuevos patrones de inserción internacional y los objetivos de desarrollo definidos a nivel nacional. La producción de níquel tiene características comunes a la mayoría de los recursos naturales: produce elevadas rentas dependientes del comportamiento de los precios, pero crea escasos puestos de trabajo, es insignificante la integración con la economía nacional y las fases donde se agrega más valor tienen lugar fuera del país. En este artículo se identifican elementos a considerar en el diseño de una de política industrial que desde un enfoque multidimensional permita potenciar la sostenibilidad de la industria del Níquel en Cuba.
